Santander, 31 August 2023. Crue Spanish Universities organized, together with the Spanish Ministry of Universities, the international seminar ‘Multiannual funding framework models for universities’, which took place at the Universidad Internacional Menéndez Pelayo (UIMP) on 31st August and 1st September in Santander.
Rectors, vice rectors, university financial officers and European experts in the development of multiannual funding models in their respective countries discussed multiannual objective-based programming and funding instruments during two days. With these models, universities and governments can collaboratively develop strategic plans, as well as enable their periodic renewal, individualise the missions of each university, visualise and account for the value created, and devise collective goals for universities and their different structures, beyond the evaluation and individual incentives that already exist for academic staff.
The new Spanish Organic Law of the University System (LOSU) includes, for the first time, the commitment to set the funding of public universities at a minimum of 1% of the GDP of Spain and to establish a multiannual funding framework.
The seminar aimed to address these issues with the help of the Valencian Institute of Economic Research (Ivie), which is preparing a study to analyse practices in other EU countries and models of public funding of universities implemented to date in some Comunidades Autónomas (autonomous communities in Spain). The aim is to formulate the most appropriate guidelines to develop these instruments. The organisation of this seminar and the preparation of this study are part of the agreement signed between Crue and the Spanish Ministry of Universities on 28 March 2023.
